The Cabinet of Ministers has officially sanctioned the transition of all military registration records to a digital format, effectively rendering traditional paper military IDs obsolete. This monumental shift, announced by Prime Minister Yulia Svyrydenko, centers around the "Резерв+" app, which now serves as the primary and legally binding document for conscripts, reservists, and those liable for military service. This digital initiative is designed to streamline processes, enhance security, and reduce the bureaucratic hurdles that have long been associated with military administration.

The "Резерв ID": Your Digital Gateway to Military Records

At the heart of this digital transformation lies the "Резерв ID" – an electronic military registration document accessible through the "Резерв+" mobile application. This innovative solution completely replaces the familiar, often worn-out, paper booklets that citizens have carried for years. The legal foundation for this change has been solidified by amendments to Cabinet decrees №1487 and №559, ensuring that the digital "Резерв ID" holds the same legal weight as its paper predecessor. Obtaining your "Резерв ID" is as simple as downloading the "Резерв+" app, where an official electronic document is generated and readily available for display directly from your smartphone. For those who prefer or require a physical copy, a downloadable PDF version can be easily generated and printed independently or obtained from territorial recruitment centers (TRCCs) and social support units (SPUs).

Addressing Inefficiencies and Enhancing Security

The government anticipates that this digitalization will tackle several persistent issues. Foremost among these is the reduced risk of losing, damaging, or counterfeiting military documents. The electronic format promises a more transparent and efficient record-keeping system, significantly cutting down on unnecessary visits to military recruitment offices. Kateryna Chernohorenko, formerly instrumental in digital transformation initiatives at the Ministry of Defense, emphasized the critical security enhancements: "This is crucial. No one can falsify your data. The electronic document is generated from registry data, offering absolute protection against fraud and manipulation. No one can arbitrarily send you into "wanted" status. The registry logs all actions with your data, preventing unauthorized interference, and every status has digital confirmation." This move aims to create a more reliable and secure system, ensuring that individuals' statuses are accurately reflected and easily verifiable, thereby minimizing potential for abuse or error.

Reducing Bureaucracy, Increasing Accessibility

Beyond security, the digital transition is expected to drastically reduce queues and the need for extensive paperwork. The principle is simple: your military document is always with you, eliminating the need to carry physical identification, worry about loss or damage, or endure the often-frustrating process of replacement. This digital accessibility is projected to accelerate the operational efficiency of TRCCs and SPUs, alleviating the congestion that has been a common point of complaint. The state envisions a future where communication between citizens and officials is smoother, characterized by shorter wait times, reduced stress, and a significant decrease in paper-based processes. The sheer volume of complaints received by the Ombudsman's office regarding TRCC operations in the past year, even if many were unsubstantiated upon investigation, highlighted a palpable need for a more modern and transparent system. Dmytro Lubinets, the Verkhovna Rada Commissioner for Human Rights, acknowledged this, underscoring that the widespread public concerns necessitated a fundamental overhaul.

Future Innovations and Employer Obligations

The development of the "Резерв+" application is an ongoing process. Upcoming updates are slated to include the integration of the military conscript's photograph within the app. Furthermore, significant improvements are planned to expedite the medical commission (VVK) process. By 2026, the app is expected to feature automated tracking of VVK appointment times and comprehensive document status monitoring, moving towards a fully digital VVK and e-TRCC system. It's vital for employers to remember their obligations: they must verify the military registration documents of conscripts and reservists upon hiring, ensuring individuals are properly registered with TRCCs, the Security Service of Ukraine (SSU), or the Foreign Intelligence Service (SVR). This requirement extends to women with medical or pharmaceutical backgrounds, who are considered liable for military service and must present their registration documents during employment, as stipulated by Cabinet Decree №921. Failure to comply can result in penalties for employers. Additionally, men aged 25 to 60 who were not previously registered will be automatically placed on the military register.
